What is Carriage by Road Act 2007?

The Carriage by Road Act, 2007 is an Act of the Parliament of India which provides for the regulation of common carriers of goods by roads.The Act states that no person shall engage in the business of common carrier, after the commencement of the Act, unless a certificate of registration has been granted to him.
What is the difference between a common carrier and a private carrier?
A private carrier does not hold itself out as ready and willing to transport for the public, transports only by special agreement, and is not bound to serve every person who may apply. In contrast, a common carrier is one that holds itself out to the public as ready to carry for anyone who requests its services.
